Sir,

The Committee appointed by Your

Excellency to report on the arrangements in all departments for the custody and control

of Government funds and on the personnel

required for efficiency have the honour to submit the following report.

In the earlier sections of the report

we deal with the departments of Government in

respect of which we have recommendations to make,

and in the last two sections with more general

aspects of the problem.

SECTION I.

TREASURY.

We consider that the Staff of the

Treasury should be increased at as early a

date as possible by the creation of the

following additional posts :-

(i) A post of Deputy Treasurer should be

added. This officer would be in charge of the Treasury during the temporary absences of the

Treasurer from his office. He should be an

officer capable of assuming the duties of the Treasurer during the periods when the Treasurer

is
